In a broad sense, a multipurpose dam is a dam that serves multiple purposes within a single dam, among them flood control, power generation, industry, and irrigation. In a narrower sense, it is a dam defined by the "Specific Multi-purpose Dam Law" enacted in 1957.

A multi-purpose dam under the Act on Specified Multi-purpose Dams is "a dam that the Minister of Land, Infrastructure, Transport and Tourism constructs by himself pursuant to the provision of Article 9, paragraph (1) of the River Act, which is used to store runoff water for power generation, water supply or industrial water supply (hereinafter referred to as "specified use"). (2) "Dam" is defined as "a dam that is constructed by an individual pursuant to the provisions of Article 9, paragraph (1) of the Act, including a spillway, sub-dam, or other facility or structure that is used in combination with the dam to fulfill its functions (excluding those used exclusively for the Specified Purposes). The term "dam" is defined as "a dam that is used for a specific purpose.

Multi-purpose dams are broadly classified into specific multi-purpose dams managed by the Ministry of Land, Infrastructure, Transport and Tourism and auxiliary multi-purpose dams managed by each prefecture. In addition, there are also multi-purpose dams based on the Water Resources Agency Law and multi-purpose dams managed jointly by multiple operators (Ministry of Land, Infrastructure, Transport and Tourism, Ministry of Agriculture, Forestry and Fisheries, Japan Water Agency, Power Development Corporation, and other electric power companies) as dual-use structures.

As of November 2009, the largest multi-purpose dam is the Tokuyama Dam.
