Last year in 2020, the "July 2020 Torrential Rainstorm" caused tremendous damage in Kumamoto and Gifu. In Kumamoto, in particular, the damage around the Kuma River was so extensive that it even reignited the debate on the merits of the construction of the Kawabe River Dam, which had been cancelled.

We would like to reiterate our deepest sympathies to the victims of the torrential rainfall in July 2020.

Despite the heavy rainfall disasters that occur every year, the government has shifted its approach and thinking on flood control to basin flood control, and some basins are already moving in line with this idea.

In addition to hardware such as dams, levees, and other river improvement measures, we will also have to improve software such as encouraging early evacuation of residents in watershed areas. The words "self-help," "public assistance," and "mutual assistance" were much talked about last year, and I believe that we are in an era in which not only the national and local governments, but also individuals, will need to raise their awareness.

Of course, these are the most important things, but this year, as in the previous year, I paid a New Year's visit to the flood control shrine in Kaizu City, Gifu Prefecture, to ask for help from the gods.

This year, the shrine was also taking measures against the new coronavirus (COVID-19) here and there.

No more flooding this year.
