When completed, it will be the largest rockfill dam in Japan in both name and reality. (All articles below are from the construction phase.)

Location: Higashi Sugihara, Ibigawa-cho, Ibi-gun, Gifu Prefecture
Official Web site:.Tokuyama Dam Website (Japan Water Agency)

Along with the Kawabegawa Dam in Kyushu, it is one of the dams whose construction is being questioned. When we actually visited the site, we found that the construction was progressing surprisingly well, and we could even imagine what the embankment would look like after its completion.
When completed, it will have the highest total storage capacity in Japan, the third highest levee height, the second highest levee volume, and the third largest water area.
With the construction of the dam, Tokuyama Village was closed and reorganized as Fujihashi Village, which was then merged into Ibigawa Town, and National Route 417 was also relocated.
Also, although we were unable to cover this project because we did not know where it would be constructed, a Sugihara Dam is also being built downstream.

I have been covering dams as construction beauty for a long time. This time, however, I had a special impression. On the day of my visit, I came across a group of people who were opposed to the dam construction. I watched them from a distance, but the tone of their voice was passionate as they explained the opposition to the dam construction. From the opponents' point of view, I was like a proponent.... I am not a proponent of the project, but I was not doing anything wrong, but I felt nervous when I saw the police (I know, it's not the same).

This is where the riprap would be laid. Still, it is so huge. I could see heavy construction equipment and workers, but they look quite small.

We moved a little upstream from the previous location. There is no one here. I can take pictures in peace. It is strange to think that this place will be submerged in the dam lake.

Other facilities/observations

Parking lotAgain, I noticed this after we interviewed him.
They have a PR exhibition hall called "Dam Construction Pavilion" downstream from the dike (Tsurumi, Fujihashi Village).
The museum is open from 10:00 to 16:30 and closed every Monday (or Tuesday if Monday is a national holiday).
They are winter (Dec. 29 to the end of February the following year).
Moreover, it is said that a shuttle bus that allows visitors to see the progress of the construction is regularly operated.
Every Saturday from 4/19 to 11/22, with the first flight at 12:30pm and the second at 1:45pm.
The registration desk will be open at the dam construction pavilion from 10:00 on the day of the event.
They are limited to 20 people each. In any case, this is a dam that needs to be revamped and covered.

  1. [...] We wanted to record this event with the full cooperation of the Japan Water Agency Tokuyama Dam (Tokuyama Dam on DamPedia) and Chubu Electric Power Co. The weather was fine until we entered the former Fujihashi Village, but it turned to sleet around Yokoyama Dam... and it snowed heavily at Tokuyama Dam! And although I had worn heavy clothes, I could not call them warm clothes. I was dressed in heavy clothes, but I was not very well protected from the cold! [...].
