Test flooding is a test to check whether there are any problems with the dam after its completion. The water test is conducted to check whether the dam can withstand the water pressure and whether there is any leakage from the embankment, which is, in a sense, the "Tennozan" of dam construction. After the test flooding is completed and safety is confirmed, the dam is moved to the management stage.

Because water is stored slowly, it takes from six months to a year for the test flooding, depending on rainfall conditions and other factors. When water levels are lowered, water is sometimes released from emergency flood discharges, so the final day of test flooding at some dams can be a big event.

At the Otaki Dam in Nara Prefecture, cracks appeared on slopes and houses during the test flooding, preventing major accidents such as landslides. The importance of test flooding can be fully recognized from this fact.
