The River Law is a current administrative law enacted in 1964 for the purpose of preventing floods and other disasters in Japan, maintaining and improving normal functions, preserving rivers, and using rivers appropriately.

The definition and classification of rivers, as well as management facilities related to rivers, are defined by this law.

According to Article 1 of the River Law, its purpose is "to provide for the protection of the rivers andfloodThe purpose of the river is to contribute to the preservation and development of the national land and thereby maintain public safety and promote public welfare by preventing the occurrence of disasters caused by floods, storm surges, and other disasters, by ensuring the proper use of rivers, by maintaining the normal functioning of running water, and by comprehensively managing rivers to improve and preserve the river environment. The purpose of the Act is to contribute to the preservation and development of the national land and thereby maintain public safety and promote public welfare.

The description of dams is found in Articles 44-51, which reads, "A dam (a dam installed with a license under Article 26, Paragraph 1, for storing or taking water from a river, the height of which is 15 meters or more from the foundation to the top of the embankment; the same shall apply hereinafter) is a structure that is designed and constructed for the purpose of storing and taking water from a river.
