Kamiyasaki-cho was hit hard by the Tokai torrential rainstorm that occurred in September 2000 (also known as the Enan torrential rainstorm in some areas).
This Shimomura Dam was originally a fixed weir, but was replaced with a rubber dam after it was breached in addition to causing extensive damage during the torrential rains in Tokai. The height of the embankment is less than 15 meters, so technically it is not a dam, but we decided to include it here because it is rare.

I do not know the detailed mechanism of the Shimomura Dam because I do not have the information at hand, but it is said that when the flow rate increases, the V-shaped rubber flattens out so that it does not obstruct the downstream flow. The middle of the dam is a fish passage. In addition, on the left bank, there is a small portion of the embankment that remained before it was breached.
